Codex comes with every plan — the tier decides how much
OpenAI's Help Center is explicit: Codex is included across ChatGPT plans, including Free and Go, and you connect it by signing in with your ChatGPT account in the desktop app (Codex mode), the CLI, the IDE extension or the web. There is no separate Codex subscription. What your tier buys is the allowance: the pricing page describes Pro as “5x or 20x more Codex usage than Plus”.
Today's official numbers
OpenAI publishes Codex allowances as estimated local messages per five-hour window. This is the table as of 24 September 2026 — note the new GPT-6 Sol and GPT-6 Luna rows, which weren't there a few days ago:

Four footnotes from the same page matter more than the numbers. Local messages and cloud chats share the allowance, and cloud chats (which use GPT-5.6 Sol) consume more. Weekly limits may also apply on top of the five-hour window. The ranges are wide because model choice, context length, reasoning, tool use and caching all change consumption — prompt length alone is not a reliable estimate. And GPT-5.5 retires from Codex, ChatGPT Work and ChatGPT on 14 October 2026, so plan migrations around the GPT-6 and GPT-5.6 rows.
What the numbers mean in practice
- The Codex pool is separate from Chat. OpenAI states that Work and Codex have allowances separate from Chat. Exhausting the 200 weekly GPT-6 Pro messages in Chat doesn't touch your Codex budget, and vice versa. Pro 20x effectively gives you two independent budgets sized for full-time use.
- 4× is the real multiplier. “20x” is relative to Plus; against Pro 5x every row is 4×. The question is whether your work hits the 5x ceiling.
- Astra is the row that decides it. A refactor that needs the agent to take forty steps in a row, or a cloud task that reads a large repository, spends Astra messages fast. On 5x, 25–225 per five hours can end that task in the middle; on 20x, 100–900 lets it finish and start the next one.
- Luna is where the volume goes. Routing, classification, extraction, background automation: 7,000–56,000 Luna messages per window on 20x is effectively “don't think about it”.
Which developers actually need 20x
- Agent-first workflows on Astra. If Astra is your default model and your sessions are long, multi-step runs, 20x is the tier that doesn't interrupt them.
- Whole-module work. Changing a subsystem rather than a function, across a large codebase, several times a day.
- Cloud-heavy use. Cloud chats consume more than local messages; if most of your Codex work runs in the cloud, the 5x pool empties sooner than the table suggests.
- One account carrying Chat, Work and Codex all day. Three separate pools, all sized for it.
Conversely, if you work in short focused sessions, mostly on Sol or Luna, and you rarely see a limit on 5x, you don't need 20x. The count-your-interruptions rule in Is Pro 20x worth $200 in 2026? applies to developers exactly as it does to everyone else.
When a subscription is the wrong tool
OpenAI's own pricing page draws the line: for automation in shared environments such as CI, use an API key. You pay per token at API prices, model availability follows your key, and you get no cloud features (GitHub code review, Slack). A subscription — any tier — is for one person working interactively, and OpenAI's terms prohibit sharing an account or using it to power a third-party service. Pipelines belong on the API; your own editor and terminal belong on the subscription.
Getting 20x while OpenAI isn't selling it
Since 10 September 2026 OpenAI has paused new sign-ups and upgrades to Pro $200; existing subscriptions keep renewing. A ready-made account is an account on which Pro 20x is already active and keeps renewing under that rule.
