What Daybreak / Trusted Access for Cyber is

Daybreak is OpenAI's framework for putting frontier cyber capability inside trusted environments: for qualified enterprise customers and cybersecurity practitioners doing authorized security work, it applies more precise safeguards — fewer false refusals on defensive work, and cyber-specialized models for approved users. OpenAI groups customer workflows into three categories: secure SDLC and application security (code scanning, secure review, patch automation), defensive operations (blue teaming, threat modeling and hunting, malware analysis, detection engineering, vulnerability triage), and authorized offensive testing (penetration testing, red teaming, exploit validation and reverse engineering).

Two points matter most. First, the usage boundary: only systems you own, operate or are explicitly authorized to test — never customer-facing applications, downstream product traffic or third-party access, and access cannot be resold, proxied or embedded. Second, approval is not activation: Daybreak ships default OFF and must be enabled in your workspace or API project. OpenAI's usage policies and other safeguards continue to apply to all Daybreak traffic.

Blue vs Red: the two tiers and the model-safeguard matrix

Daybreak Blue is the recommended starting point for most security teams: reduced refusals on mainline models for verified defensive work. Daybreak Red targets advanced authorized work (exploit validation and development, penetration testing, red teaming), unlocks cyber-specialized models such as GPT-5.5-Cyber, and needs a separate Red approval; GPT-5.6-Cyber requires a further model-level approval on top. Safeguards per model and tier:

Who can apply: individuals, organizations and the hard boundaries

Individuals can apply — but only for Daybreak Blue, and you must be at least 18. Red is currently for approved enterprises and organizations only. Daybreak is not available in every region: if the page shows Daybreak is unavailable, your region or eligibility currently does not qualify, and your account keeps working with ChatGPT as usual. Review weighs identity and trust verification, risk factors and the intended use case; a contract or purchase alone does not guarantee approval, and completing identity verification does not equal approval either.

Beyond the individual flow, organizations follow a separate onboarding process, and enterprise customers may be verified through an organization-level intake rather than the individual flow. The benefits granted depend on OpenAI's evaluation of each request, and Daybreak does not include Zero Data Retention by default.

The hard requirements for individuals

The individual application flow checks these before identity verification — miss one and you never reach the verification step. Existing individual users had to meet them by 2026-10-01 to keep access; that deadline has passed, so users who fell short lost access and, after fixing their setup, must complete identity verification again and be re-reviewed.

Context timeline: Advanced Account Security launched on 2026-04-30 (built with Yubico, replacing passwords with passkeys and hardware keys); from September 2026 the hardware-key mandate for Trusted Access for Cyber members rolled out to more countries. While Advanced Account Security is on, password, email and SMS sign-in are disabled — store your recovery keys safely first.

The hard requirements for individuals
RequirementWhat it means
Paid planAn eligible paid plan (per the Your eligibility prompt at chatgpt.com/cyber)
Advanced Account SecurityTurned on, with at least two secure sign-in methods (one usable across devices)
FIDO2 hardware keyAt least one compatible physical key; software/synced passkeys do not qualify and TrustKey T110/T120 are currently incompatible; a second physical key is optional as a backup
Recovery keyStored safely offline — it is how you recover from a lost hardware key (with a 48-hour security waiting period)

The six official steps

Per the official documentation, an individual application has six steps. Work on a computer throughout, and do not switch IPs or refresh mid-flow.

  1. Step 1: sign in at chatgpt.com/cyber and choose Set up Daybreak.
  2. Step 2: complete Advanced Account Security — register at least two secure sign-in methods, including at least one compatible FIDO2 physical key; afterwards you are signed out everywhere, and password/email/SMS sign-in methods are disabled.
  3. Step 3: save your recovery key and sign back in.
  4. Step 4: return to chatgpt.com/cyber and complete identity verification (run by Persona, pages at inquiry.withpersona.com).
  5. Step 5: set up your Daybreak key — a separate checklist item; one compatible physical key is required, a second optional.
  6. Step 6: check your status. Note: completing security setup and identity verification does not guarantee approval — approval requires review.

Fixing verification problems: sticking points mapped, plus pass advice

The table combines OpenAI's troubleshooting article with community reports. Common advice first: run the Your eligibility self-check at chatgpt.com/cyber and fill every gap before starting; work on a computer; document capture follows the usual Persona practice — even light, all four corners in frame, no glare, no hat or sunglasses for the face check; and do not switch IPs, refresh or change devices mid-flow. If you are rejected, follow the page's instructions; when the flow offers a retry you may resubmit, but a retry does not guarantee approval and official support cannot override a verification result.

Fixing verification problems: sticking points mapped, plus pass advice
Sticking pointOfficial path
Identity verification will not startA prerequisite plan/security step is incomplete — fill it per the Your eligibility prompt
Key/passkey not acceptedRegister a compatible physical FIDO2 key; if a compatible key still is not recognized, contact official support with screenshots, device/browser and the time (never send your recovery key or credentials)
Persona shows complete but the status did not stick / still restrictedSign out and back in, refresh; if it persists, contact official support with screenshots and the completion time
Verification failed or rejectedFollow the page's instructions; when the flow offers a retry you may resubmit — a retry does not guarantee approval, and official support cannot override a verification result
Daybreak is unavailableYour region or eligibility currently does not qualify; your account keeps working with ChatGPT
A Daybreak Blue re-verification emailOpenAI fixing its own verification flow — reapply per the email; reapplying does not guarantee restoration
Lost hardware keyUse your other registered key; if every sign-in method is lost, start recovery with the recovery key — there is a 48-hour security waiting period
Advanced Account Security turned off or keys dropped below the minimumDaybreak access is lost; after fixing it you must complete identity verification again, and reapproval is still reviewed

After approval: how to actually use Daybreak

Approval leaves Daybreak off by default: for ChatGPT / Codex workspaces an admin enables it in role settings (changes take about 10 minutes); for the API, an organization owner enables it for the intended non-default project under Project settings → General → Daybreak model access (about 15 minutes), and requests set access_programs.cyber to daybreak_blue, daybreak_red or standard. On the Codex side you need current versions: 26.908.40834 or later when signed in with ChatGPT, 26.1013.0 or later with an API key, and Codex CLI 0.163.0 or later (/daybreak in interactive sessions, daybreak=true in configuration). Legacy GPT-5.5-Cyber access uses the exact model name gpt-5.5-cyber-preview; on AWS Bedrock the identifiers are openai.gpt-daybreak-blue-5.6-sol and openai.gpt-5.6-cyber.

Even after approval you can still hit cyber safety messages (a cyber_policy error, or a request rerouted to a fallback model): first confirm you are on the approved organization/workspace, an approved model and the correct access path; if clearly defensive work is still blocked, contact official support with the full error text, request ID, timestamp and a redacted task description.

When you cannot finish it yourself: human assistance

If you meet the requirements and are still stuck at the identity-verification step after the fixes above, consider ClaudeMax's Daybreak / ChatGPT Cyber verification product: order → on a computer, open the verification flow and copy the current inquiry.withpersona.com link → submit it through the form and pay → manual processing estimated at 30 minutes to 1 day (your order page is authoritative) → check your status at chatgpt.com/cyber. The product requires the link to be copied on a computer.

Boundaries: ClaudeMax is an independent third-party provider, not OpenAI or an official partner; assistance does not replace the official review, approval is not promised, and OpenAI's review decides; no ChatGPT Plus or any other subscription, no hardware key, and no change to the eligibility requirements is included. Price and stock are on the live product card; refunds follow the order rules and actual processing progress. If your own situation cannot meet the official requirements (no accepted document, unable to complete the face check yourself), use the official support channel — this store cannot take such orders.

If the verification page will not open or the link expired, read inquiry.withpersona.com won't open, expired or failed? The fix guide; for the full eligibility checklist, read OpenAI Daybreak / ChatGPT Cyber verification: what it is and who is eligible.

Frequently asked questions

Can an individual apply for Daybreak Red?

No. The individual application flow covers Daybreak Blue only; Red is currently for approved enterprises and organizations, with a separate Red approval, and GPT-5.6-Cyber needs an additional model-level approval.

Can I apply without a FIDO2 hardware key?

No. At least one compatible FIDO2 physical hardware key is a hard requirement — software or synced passkeys do not qualify, and TrustKey T110/T120 are currently incompatible. A second physical key is optional as a backup.

How long does Daybreak verification take?

The verification flow itself may be quick, but final access timing depends on the broader review and provisioning; completing the security setup and identity verification does not guarantee approval.

Does completing identity verification mean I am approved?

No. Completing Advanced Account Security and identity verification only submits the application — approval requires review, and after approval you still enable Daybreak in your workspace or API project.

Can support change a rejected verification?

No. OpenAI states support cannot override a verification decision; when the flow offers a retry you may resubmit, and a new application is still reviewed.
